Can't Post

Is there a reason why I can't post on the "Extra Discussion" forum? When I try to start a new thread it shows this:

'Extra Discussion' is for threads associated with CD-Media photos & white papers. Try to make a thread in other forums, and you'll probably be able to.

Go under Photos and hit Upload. Follow directions. I'm trying to remember if there's a max file size--I know there was one a while ago, but I haven't seen it lately.
