The Michigan rules only say
2.1 No shipping to Michigan Events
The FIRST manual specifies that robots must out of the team’s hands and shipped to the team’s first competition by a specified time on February 17, 2009. This year Michigan teams will NOT ship their robots to events in Michigan, but the robots must still be out of the team's hands by this time. To meet the "out of team's hands" rule, Michigan robots must be "locked up" by this date and time and must remain locked up during the competition season. The only exceptions to this rule will be during a team’s event or during a team’s 8 hour Robot Access Period (see Section 3 below).
Since these rules do not state any particular time, it reverts back to the FIRST rules. This Q&A http://forums.usfirst.org/showthread.php?t=11807 indicates midnight local time. You can bang on your bot all the way up until 11:59 pm on 2/17/2009. (If you can bag quickly!) Good luck getting that independent third party to come that late.

See below for better, later information.

I have been wondering about this too, and this just showed up in my email:

Just a quick reminder that Michigan teams do not ship their robots.

Instead your robot must be placed in the bag and sealed with the security seal by 5pm on Tuesday. Once in the bag, a person not directly on your team (independent 3rd party) has to fill out your Robot Lock Up Form to verify this lock up procedure was followed by 5pm.

You will drive your robot in its bag to and from ALL competitions in Michigan, including the State Championship.
Note:
You will need to to ship your robot to OUT OF STATE events, including the Championship in Atlanta. But your robot will be taken home from the Michigan competitions, State Championship included, and then shipped from your build site.

Wow, sorry if I led anyone astray. The rules should really say 5:00 pm if they mean 5:00 pm.

Is there a web site for michigan rules? Isn't there a fix-it window before comps?

I have been wondering about this too, and this just showed up in my email:

Where does it say 5:00 pm for Michigan teams? I have heard everything from 5 pm to 11:59 pm. I even put a question into the Q&A - no answer yet.

This needs to be in writing.

I got this email from FIM on Friday:

Greetings Michigan Teams:

We understand there are questions regarding upcoming robot ship day and the specific time teams must stop working on their robots.

This time is 5:00 pm EST. Teams must stop all robot-specific build activities and move toward bagging their robot ONLY. Teams are permitted to work on items specified by Rules R26 / R36...

We thank you all in advance for you gracious professionalism and your help in getting the district events off to a great start.

IMPORTANT: Please remember robots are not to be shipped to the event sites! Teams are responsible for transporting their robots themselves, in a safe manner, to the events.

Best of luck to all teams!
