are we required to perform the driver station esd sensitivity rework?

YES.
All Driver Stations must have their circuit board grounded to the metal case. The document
that describes the process for grounding the Driver Station is posted under Section 8 - The Robot of the Competition Manual at

Count on the inspectors checking to see that the ESD correction has been installed when you go through inspection at the competitions. It is one of the items on revision C of the Inspector's Checklist (http://www.usfirst.org/uploadedFiles/2009%20FRC%20Inspection%20Checklist%20Rev%20C.pdf) .
