My team sells this shirt (http://www.chiefdelphi.com/media/img/3a5/3a5068192b629bb60d1742d80a212d15_m.jpg) as a fundraiser and Rolling Thunder (1511) may still have a few Ringer, Spoiler, Keeper shirts left.

Outside events (i.e., off the event site) is fine. However, like I say, most teams prefer to trade shirts instead of sell them.

Selling things outside of the event property is okay in FIRST's eyes -- it's out of their control, or more particularly, you are not competing against the venue on their property -- but the city you're selling them in might ask for a vendor's license. It probably depends how you're selling them, and how the venue and the city are. I'm not a lawyer, YMMV, etc.
