Thanks! If you play around with it, you might find what's making it sticky...or maybe not....

Also I looked again at the other style of breaker, they have the "reset" lever but no red "off" button. I have one of them in my truck for the power inverter. I bought it for a non-FRC bot without paying enough attention...I just offer this as a community service, make sure you get the right part number if you need to replace your main breaker.
