Experimental Framework?

I noticed that the "basic framework" has been re-named "experimental framework" this year.

Is this just a simple name change, or does it indicate that the basic framework is no longer usable?

That zip is password protected, I can't seem to open it :/

Well, I guess that answers that question... Now I'm significantly more frustrated though.
There was nothing about any of this code in the manuals.
