I am a relatively new member. I was wondering when I would be able to post links without having to have a moderator approve my post? Is is based on time or number of posts?

The moderation happens automatically as a measure to prevent spam. After you've made some small number of posts, the forums will stop automatically moderating your submissions.
It's a bit of a nuisance, but y'all would be amazed by how much spam it filters out.

It may be based on a combination of posts, reputation, and/or time as a member. I notice that there is a marked difference in reputation (hopefully not for long) and time as a member between you two, despite having a similar post count. No, I don't know what that combination is, or how to speed up the ability to post links.

47 has been a magic number for some things on CD. I don't know if that's changing to 51 now or not.

To (hopefully) cut down on the amount of spam we've been getting lately, I've quickly installed a vBulletin add-on that utilizes Akismet to scan new threads and replies for spam-like content. All content posted by new users will be scanned for spam until one of the following criteria has been achieved:
1) 1000 Reputation Points
2) 47 Days Registered
3) 15 Posts [which would be scanned by Akismet]

I now have 45 (this is 46) posts and I still can't post links without moderator approval. I guess I'll have to wait until I have been registered for 47 days.

The moderation is actually to aid you and your fellow list members. I approve maybe 2 or 3 links per week from new members. On a bad day, I might delete twice that many spam posts. The filter means you never see most of them.
