I know that audio over 30 seconds requires copyright permission.
What if our team wanted to re-enact in our own style a scene from a popular movie?
Would that be infringement? I'd really appreciate some help.

There aren't too many hard and fast rules for fair use of copyrighted material. The "30 second" standard isn't set in stone even.

A re-enactment of a movie seen is a textbook example of parody. You're a non profit organization. The purpose is educational. You won't make a profit off of it. It's an open-and-shut fair use claim right there, no one would sue you for that.
