It looks like a roller foot for a kicker. The poly cord allows the pullies to slip upon impact with the ball so the impact doesn't hurt the motor. The hubs act as a fly wheel so it doesn't slow down so easily on impact. Similar to ours.

It looks like a free-wheeling position measurement device, like a mouse trackball. I don't think the tiny belt would allow for much force on it (like rolling a ball) without slipping.
