Bumper zone clarification

Hi,
One of our mentors is a little concerned as to the bumper zone. Do our bumpers have to start right at the 10" mark and extend to 15", or can they start at 11" and extend up to 16"?

As long as the bumpers are entirely between 10" and 16", it doesn't matter.
