Sounds a lot like the main regulator is installed backwards. The arrow needs to point from the high pressure side to the low pressure side.

With a leak preventing the compressor from getting over 60 PSI you can probably hear it even over the compressor, you may also be able to feel the air from a leak of that magnitude.

Check your pressure relief valve. Most will need adjustment.
Second did you use the correct regulator and is it set properly?

If you have checked the suggestions above and are still having the issue, perhaps the pressure switch and gauges are after the regulator. Double check that you have one gauge prior to the regulator to read high side pressure and one gauge after (or attached to the second port on the regulator) the 60 psi regulator to read low side pressure. If your compressor is running all the time and there are no leaks and the pressure relief valve is not opening, it is likely your compressor is pumping something up to near 150 psi.

You can wipe soapy water on the pneumatics and look for bubbles to form from leaks. Though the backwards regulator is the most likely culprit.
