Okay, so my team just realized that we need to do our Chairman's reward for our NASA grant, and though reading the rules, I would like clarification on what all we need to do for this. From my understanding, all we need to do is:
This submission will document where the team started its FIRST journey and will also
provide background for documenting the results of the team’s efforts – it will be a great way to
start the team’s efforts to win the Chairman’s Award.
Is this all we need to do? This sounds like we'll just have to make one essay probably with the 1500 essay max on our first year and such. My question is: Is this all we need to do? Or do we need to do all that the other teams are doing as well? Such as the video?
Any information would be most appreciated!

The Chairman's award submission deadline was February 18th.
But since you wanna know about the Chairman's.....
On the TIMS website, it gives you the prompts to write your mini-essays on, and then you incorporate those into a big essay. You also have to prepare a video and presentation for the regional.
But the essay should have been submitted a while ago.
I don't know if NASA will accept it late.

The Chairman's award submission deadline was February 18th.They're rookies, so at least for FIRST's purposes, the deadline doesn't matter, since they're ineligible.
NASA grant instructions are here (http://frc-grants.arc.nasa.gov/frc/app/directions.php). You'll need to complete a Chairman's-Award-style essay (a "narrative equivalent", which counts as an annual report, for federal funding purposes), and submit it to NASA.

you don't get considered for funding in the second year. And I would bet it impacts your chances of getting a NASA grant again in the future...
Same thing applies to the survey NASA teams need to fill out.

If memory serves me well, according to the NASA folks the NUMBER ONE reason teams do not qualify for 2nd year funding is because they cannot fulfill the contract requirement of the Chairman's submission.

You can probably work the issue out with them. If it doesn't work out then your team will have to 'pedal faster' and round up some other sources of support.
I think it is accurate to say that they are the authoritative source on this issue. Your contract is with NASA, not FIRST.
