Its looks like there are Currently 62 teams per division as of today. Is this normal for heading into week 4?

I think it's low. Normally we should be above 80 teams per division by now.
I believe the waitlist has already allowed in everyone that can affrod to go. A very large number of teams dropped when the payment was due and fill in wasn't as good as normal.

That's the feeling I got. I know last year we had to make a bunch of phone calls and beg to get off of the wait list to get in, but this year seems to be the opposite... I don't think I've heard of any teams being on the wait list...
Maybe the lower numbers are due to the current Economic Situation? I know of a couple of teams that told me that they couldn't afford to go because sponsors pulled out.

It wouldn't surprise me if there were fewer teams attending the Championships this year.
That being said - there is still a lot of time left and teams left on the waitlist. The teams that qualified this past weekend have until tomorrow to register and pay. Many of them probably haven't had a chance to complete the registration process. Once the teams that qualify during week 5 have registered I'm sure FIRST will send invitations to teams still on the waitlist to fill the remaining spots.

I just checked my math and the there are about 112 spots left for the championship based the 248 already registered (~360 is the normal final total with ~85-90 per divisionthe last few years)
Based on 19 events yet to take place (+ FIRST in MI champ which I don't know how works) 95 of those slots would be reserved in the 5 per regional if all winners where unique teams verses already held regionals.
All that said it looks like we are on track for the right number of teams. I am however curious if spots will be released as teams choose not to go to the Championship or repeat wins occur over the next two weeks.

There's 6 spots per regional (Chairmans, EI, Rookie, 3 champions). Michigan gets 18 additional spots (9 of which are guaranteed).

I always forget EI gets a ticket to the Championship. I don't know why I can't seem to remeber that. Anways that means there are 133 spots at large for a total of 381 if all go to unique teams and they all accept which would give us 3 divisions of 95 and one with 96.
So there must be an expected fall out rate of around 20% from teams that qualify to teams that actually go based on divisions averaging 88 teams the last few years.

No, the waiting list is a closely guarded secret that very few have access to.

In addition a regional champion backup bot may go (bringing the max regional number to 7)

As Jon Jack said, very few people have access to the waiting. If you want to see if your team is on the list to attend, however, you can always check TBA (thebluealliance). If you are eligible for Championship, you registered, and are not on the team list on TBA, then you may be on the waiting list. (It probably isn't 100% accurate, but it seems reasonable to me.)
