I understand the use of the three position piston for the drive shifter; you need to throw it into neutral for the hanger to work... but why is the dog for the hanger a 3-position shift? Isn't their just "engaged" and "disengaged"?

It almost looks like there is gear engaged, neutral, and a lock because on the plate to the far right it looks like there is a dog cut into it.

I am confused. Why there is a need for that lock when you have a pawl and ratchet on the shaft already?
I am confused. Why there is a need for that lock when you have a pawl and ratchet on the shaft already?To lock the arm down before we deploy it. Otherwise it might bounce up while crossing a bump or getting hit.
