BUMPER ZONE – the volume contained between two virtual horizontal planes, one inch above the
floor and seven inches above the floor.

Actually the answer is in Section 1 (Introduction) of the Game Manual. The Bumper Zone is defined there, and only referenced in Section 4 (The Robot) where the rest of the rules are defined.
