The camera also appears to have motors included to control pan and tilt. Even if these happen to be servos and meet the servo guidelines they would be illegal because they would not be controlled directly by the cRIO.

Agreed on everything stated so far, plus power over ethernet and those rules involving ethernet that may apply.
