Control CIM with Relay?

Hi, with the checklist for the inspection, its written that we can connect a motor to a spike, but in the rules (R48A), it says that motors must not be connected by relay modules. So i'd like to know if it's possible to connect a motor with a spike and if so, can we connect a motor to 3 spike?

As you saw in <R48 A>, you are not allowed to connect CIM and Fisher-Price motors to Spike relays. You are allowed to connect the other motors to Spike relays.
Where in the inspection checklist does it say you cannot connect motors to Spikes?
