Does the main bot have to be covered or can it just be the bare frame and electronics?

Do you want to take the chance that an opponent ROBOT, or an alliance ROBOT for that matter, accidentally sticks it's arm into your ROBOT innards and disrupts the guts? Pulled apart wiring and pneumatics doesn't work too well.

Still, its better safe than sorry... I would make the best effort I can to get the electronics and pnuematics protected.
