Would it be possible for a team not competing in a given regional to win a coopertition award at that regional, by lending a minibot to a team there?

No. The way you earn Coopertition points is by having a team at the event score with a minibot from another team registered to compete at the event (see the Game Manual Section 5).

Heheh, this was my first question when I learned of the new Coopertition Award! Answer: No, because Coopertition Points may only be awarded to a team "at that event."

5.3.5 Coopertition Score
Any borrowed MINIBOT which scores points by legally triggering the TARGET during the MATCH receives one (1) Coopertition point for the FRC TEAM registered for the event that is affiliated with the MINIBOT.
