How many ohm resister is in the inside of the minibot of the motor? Both of ours are too burnt up to tell how many ohm it is.

And another thing is it legal to change the resister?

It is not a resistor (although it looks like one).
It is an inductor.

1) If you make your resistor out of Tetrix parts or a clever assembly of aluminum and polycarbonate you could claim it's legal. This seems impossible to me, but you may be more inventive. Read <R92> very carefully.

2) In the Introduction, the definition of MINIBOT RACE is "a competition in which MINIBOTS are DEPLOYED, climb the TOWER, and TRIGGER the TARGET. The MINIBOT RACE begins at the start of the END GAME." After the race is over you seem to be able to do whatever you want. If you reverse and gracefully return to the ground, it will be much easier for the students to retrieve your MINIBOT. It's 50/50 but I think the pole mounted chainsaw they showed at the kickoff for removing minibots after a match was a joke.

3) In the introduction, TARGET is defined as "part of the TOWER, attached to the top of the POST. The TARGET is the “finish line” that indicates the MINIBOT has reached the top of the POST." The drawings show it as a disk with two micro-switches that detect the MINIBOT. Lot's has been said on Chiefdelphi about the force required to trip the switches.

This doesn't comply with the "identical part" wording of <R93>

this happened to our as well. we had to buy two new motors.
this seems like the easiest thing to do.
