tetrix motor smells a little bit like its burned out but when we took it off the pole it wasnt hot at all... can it be burned out?

Does it smell like burnt plastic or ozone? Brushed motors often produce a certain quantity of ozone in normal operations, but burnt plastic is a sign of potential trouble.
Does it still run? If so, it might be partially burnt out in which case it will run but will have lower performance, or it might have started to get hot but the insulation could have survived in which case the motor should still perform normally but there is a chance that the life span of the motor is decreased.

Send it back up the pole again. If it climbs normally it's not burned out.

If it doesn't you will just end up cooking an already partially cooked motor more, not a big loss.

but we replaced it so the minibot is ready for israeli off season :)

The Tetrix motors have an internal inductor that is severely under rated. It will smoke and burn open circuit if the motor is loaded or stalled. There is a long series of posts on this subject from earlier this year.
