Alliance Selection Process (5.4.1)

In 5.4.1, under "Round 1", it says, "If the team declines, that team is not eligible to be picked again..." Does this rule only apply to picking in Round 1, or does this ineligibility apply to Round 2 of Alliance Selection also?

In past years, this has applied to both rounds.

And as you quoted, they are "ineligible to be picked again." Period. There are no exceptions this year for different rounds.
