Are you allowed to make two different sets of bumpers? As in, make one set of red bumpers and one set of blue bumpers?

According to
[R28] F. Each set of Bumpers (including any fasteners and/or structures that attach them to the Robot) must weigh no more than 20 lbs.

It does say "set" of bumpers. Does this imply that the red and blue sets can individually be up to 20 lbs each? Or that both bumper sets together can weigh up to 20lbs?

I don't see why it wouldn't be allowed. I've seen teams do it before.

The bumpers on the robot during a match are the only set counted. We had a red and a blue set last year that we swapped out.

Yes, you may have two sets of bumpers, each up to 20 lbs. Both sets will be inspected, so both sets "count," although individually.

My initial read of the rules has it that you will need two sets of bumpers, as I do not see any provision for reversible or separate covers for the bumpers.

I don't see why it wouldn't be allowed. I've seen teams do it before.For this to be valid reasoning, you would also need to determine whether the relevant parts of the rules (and interpretations thereof) have changed from year to year, and whether the teams who did it were found in violation of the rules.

[R03], the weight rule, seems to imply that covers would be allowed, as covers are exempt from weight:

B. Bumpers (including Bumper covers, if appropriate).

Our team (1305) has been using interchangeable bumpers for the last few years and have never encountered a problem. My initial read through suggests that we will do this again this year.

We used these (http://kbots.files.wordpress.com/2010/02/kbotics-reversible-bumper.pdf) bumpers last year, and they saved time between matches.

Regarding the 20 pounds per set, is it even possible to make 20 pounds of bumpers? Can we soak the wood in mineral oil or something to add weight?

It is possible to make 20lb bumpers. Both of out sets last year were 19.9 lbs each. We used 1/8" 1x2 aluminum angle for the construction.

Highly recommend a single bumper with a cover for the opposite color. We also recommend quick disconnect attach for the bumber to allow maintenance to occur with as little disassemble reassemble time as possible.

You're actually encouraged to. Two sets mean you can just switch them out, rather than reupholster them, or something. 174 does it every year, and we've never had a problem.
