do you mean the bill of materials (aka the BOM)?

no Im talking about the paper the judges use when they inspect our robot the day of competition.

That is usually put out around a week before ship date. Otherwise it would have to revised with many of the rule changes. I'm glad to see you are looking for it! If all teams did that, it would make inspections go much easier.
