30 lbs. question!
so, if we brought our bumpers pre-cut, would that count in the 30 lbs of fabricated parts?

You could go to Lowe's or Home Depot or any good lumber store and buy the wood cut too size. That would be a COT part. Also bring uncut noodles and fabric.

Actually, plywood strips (not cut to length), and full noodles would be building materials, not COTS. You may bring in as much stock materials as you want.
