Tommy, there is a great thread here from a couple of years ago that talks about some of your concerns.

I think it is important to remember that winning the Chairman's award is the reward not the goal. If a teams works its hardest every day of every year to make a positive impact on the community, than that team deserves to win and eventually they will. The Chairman's award is a process and sustained excellence is factor ( especially at the Championship level).

The most important thing is for a team not to get discouraged. I know it can be frustrating but there is hope. A lot of the teams on this list had to submit a few times before they started to win. I know this true for my team, but the first time 433 won chairman's in 2009 we actually beat 341, the year before they went on to win the Championship Chairman's Award! I have always felt honored to have teams 103, 365, and 341 in my region. They are the teams we strive to be when we grow up and yes even 13+ year old teams still have growing up to do sometimes. :D In a way for me it makes each RCA that we have achieved more special because I know what a high caliber of teams there are in the MAR region.

tl;dr : If you don't like seeing the same teams win every year at your regional, than put 130% into your outreach, 100% of the time, and beat them, but remember that the chairman's award isn't about the award and that your focus should always be on changing the culture :)
