WIPLib bug with NetworkTables and default Dashboard conflict

Hello, I am posting this to bring to light an apparent bug in the WPILibs. There appears to be a race condition between the code on the cRIO and the default Dashboard on the driverstation. A more detailed problem outline can be read in the README.txt file included in the Deadlock.zip file attached.
