Dashboard Rules

Can someone link me to the rules for building a dashboard for use at competition. Weight, dimensions, etc.

If you mean the Operator console, where the Driver Station laptop and game controllers/joysticks ride, then see 4.1.11 OPERATOR CONSOLE

For instance,

I figured that was the reason you hadn't found it.
It's impossible to search the manual if you don't know what it's called.
"Operator Console" isn't an obvious name.
