Question:

Are you allowed to grab the rail while in possession of the center rack?

Answer:

The rails are intended to contain the balls that to some extent the robots. In general, robots should not react with the railings except in an incidental manner (e.g. while chasing down a ball).

So, answer your question directly, NO robots are not allowed to grab the rail, whether in possession of the rack or not.
