102 per division also makes it a 17 match cycle count and no need for surrogate matches, if you went less teams you would have to go down to 96 teams(384 total teams) in each division to not need surrogate matches. We also don't have space for 432 teams (108 teams in each division)

We may be waiting forever for them to hit 408. The number seems to be creeping up slowly. Not many can plan a trip and get their school boards to approve it in only one week

I will say that HQ not following the removal of merit bids from the pool by Week 2 or 3 at the latest and inviting off the waitlist accordingly, they have put themselves and teams in a sticky situation. I imagine a number of teams are getting the call and having to turn it down. On 422, it took a tidal wave of sponsor support, parent involvement, and school administration bending their own rules in a span of 36 hours.

This may cause complaints by some teams, but couldn't they just use 396 teams and have 2 divisions with 102 teams and 2 divisions with 96 teams?

Planning ahead is not unreasonable. A number of teams scheduled their trip to the Championship months ago, having no idea if they'd actually be going. It's easier to cancel a school field trip at the last minute than to try to get one approved on short notice.
