Why can a member only post once every 47 seconds? Do I sense an underlying coorelation here?

i usta be 60 seconds (i think) but mike oleary (i think) or someone else wanted it changed to 47 seconds

Theres explanation in the thread that Joe posted...

basically its to stop people from hitting submit 20 times in a row, and making possible 'bad things' happen.
