It is because the owners of that tower needed a way to store their water source inside their gate, before it comes out their faucet and goes into the drain?

But yes, essentially that's it. But there was no field effect here! Basically, it collects emitters...

Nyet comrade, that is a screen capture right off Google Maps. In person, it still has 3 legs. Although, if you went back far enough it should have only 2 legs.
