Robot Perimeter

Ok so the rules state that the robot may exceed the perimeter 20inch. My team has been debating so i wanted to ask, can the robot start the game exceeding the perimeter? It does not say so im the manual like past years. Help?

No, the robot starts fully within the frame perimeter. Check R4.
