I am reposting the word I got from FIRST today. Bolts & nuts can be purchased anywhere, as long as they are as a fastener. Here's the email:

Bolts used as shafts are not considered to be fasteners, and therefore
would not qualify under Additional Hardware. Any bolts used in this
fashion would have to from Small Parts Inc.
