As long as it's safe and meets costing restrictions and all other robot rules, there are no restrictions on what mechanical parts can be used.

In general, if there are no rules that you can't use something, then you can.
In this case, there are no restrictions on what type of bungee you can use.

maybe I just can't find it, are there instructions somewhere on how the best way to secure the ends of the rubber bungee when you are trying to make a bungee band.
