I am unable to find out whether we can have tension on the surgical tubing before the start of any match

The simple answer is yes, but it must be inspected in that state. We will be looking to see that the stored energy cannot be released by bumping into the robot or a misplaced hand by field support or MC. Safety FIRST please.
