Human Player Strategizing
 
I know that there has been a lot of talk of the "Litter Dillema", but our team could not find any rules against throwing the litter to the other alliances side. This would allow you to possibly score the same number of points, or higher if you keep some to score in the recycling containers. My first question is if there actually a rule prohibiting this. Secondly, if anyone has tried it, would it be feasible in a match and are there any strategies to maximize success with this option?

Using your robot to do it is a foul.

Now, I cannot find any rules prohibiting the Human Players from attempting it. 1197 did run some tests, as have some other teams. As far as feasible and strategies... You'll have to monkey around a bit. Make sure you've got a bar at 6'6" though, to simulate the player station.

Robots can't put game pieces (including litter) on the other side of the field.
Human players can throw litter onto the other side up to the last 20 seconds of the match.

Humans are allowed to throw litter onto the opposing side. Robots are not allowed to do so.

G24 ROBOTS may not cause TOTES, RECYCLING CONTAINERS, and/or LITTER to completely transfer from their side of the FIELD,
or from the STEP, onto the opposite side of the FIELD

What you have to realize though is 20 seconds is more than enough time to push all those pool noodles just a few feet over. It's actually kind of a risk, in addition to it being kind of a challenging thing to accomplish.

Not necessarily. Assume you are able to throw the Litter the entire length of the field. Towards the end of the game, there will be stacks of Totes in the scoring zone. It is not immediately evident to me that you can easily bulldoze a lot of litter around the maze to the landfill zone, especially if other bots are in the way.

Is it possible for the robot to bring a recycling container to the player station, the human player feed a noodle through and place it into the container and then have the robot stack it? Or is that not allowed? I feel like they didn't really make it clear whether or not everything had to be stacked in order (like totes first, then container, then noodle)

Order doesn't matter at all. At the end of the game you get points based on the stacks you have on your scoring platforms. It doesn't matter when you stacked them, or in what order.
