According to <R3>

For example, if a robot that was 78" tall drove over one of the scoring platforms. Would that robot be in violation of <R3>?

G22:
ROBOT height must not exceed 6 ft. 6 in. during the MATCH.

G22 Blue Box:
For reference, the height restriction matches the height of the ALLIANCE WALL. However, it is expected that ROBOT that are on a SCORING
PLATFORM may actually be slightly taller than the ALLIANCE WALL due to the elevation of the SCORING PLATFORM. This is permitted and
not a violation of G22.

This is actually a question for G22, not R3. At the time of inspection, the robot will be sitting normally. So you could pass inspection that way. In fact, even if your robot has the Physical ability to extend higher, you can still pass R3 by claiming there are Software features that restrict the height.

G22 is the rule that will be enforced by the refs on the field, and specifies the penalties for violation. The blue box below it also specifies some examples of what they expect the refs to see and how the refs can make a quick judgement while on the field.

You would have to ask the Q&A TO get a more specific ruling than G22 provides.

I this may be worth a Q&A clarification, I was wondering the same thing, especially if it tips backwards while going over the ramp, that could put it's highest point much higher than 78"

Right now I am reading it as the ROBOT, per the glossary, is the "...electromechanical assembly..." itself which if it is built to not get taller than 78" there is no way you can rearrange it in space that will change how it is built, therefore how tall it is.

If I pick up my christmas tree no one is going to say the tree itself it taller now.

Edit: Yes, G22 blue box seems to confirm.

But if you pop a wheelie in your car, it may not fit under the overpass anymore! I think it's a valid question - are transient extensions above 78" caused by a change in orientation of the robot (but not a change in mechanism position) legal?

I think G22 is pretty clear, measured on a floor when the robot is on the floor. If you design causes the robot to tilt (by dropping a foot or wheeled plate) and during operation a part of your robot should approach or exceed the dimension, you will have to demonstrate that you limit this action in software or hardware, just as in previous years. Inspectors and refs will be watching and checking. I would bet the Q&A will respond that is your responsibility to insure no part of your robot extends above 78" while playing on the field, but please ask.

Two questions. One, what kind of car are you driving? And two, what overpass are you driving under?

The way they designed the Backstops (so that the tops are at exactly 78" above the scoring platforms), and allowed us to go up to that height and no further, makes it pretty easy to see from across the floor from each side of the field, where we can pretty much expect the Ref's to be positioned during matches I'd think. You hide the backstop top bars when driving on the carpet, they are going to be questioning you as you might be 2" high. Easy to check though if they just roll you up on an empty platform...That top of the top bar on the backstop should be equal to or above your robot when up there. You hide the bar, it may be tape measure & question time. Blue box pretty much covers it in both sections. Alliance wall height on the carpet, backstops on the platform, and transition from both is also covered. **No plain wheelies on the open carpet though.

(Of course I also saw 3 different robots strike the Truss last year too...1 with a huge "CLANG!" How did that happen? (They cleared when flat, but they were run into quite hard, it lifted one end quite high while they were still moving toward the truss, and it came back down at just the right spot and slapped the truss w/ their end wheels still a few inches off the floor, bounced of, then drove right under it).

My question is that the Crate Instructions are not out yet (usually found with the Admin. Manual), and according to all the recent shipping crates over the past few years all the crates had to be no more than 70" high (so they could be double stacked), including the 4 X 4's for forklifting, top & bottom (floor), of the crates. 70"-5"=65" High inside.

Now, How do you fit a 78" tall "Bagged Robot", into a 4' X ' 4' X approx 65" tall max. inside height crate without unbagging & taking it apart? Not even corner to corner on a diagonal fit if it is a ft wide or more. They must know what they are doing though.

Just to go back a bit, in 2007 the robots could be 6' tall in the starting box (under the condition that they be 100 lbs or less). At Kickoff, there was a "Jeopardy!" style Q&A, to which one of the question/answer pairs was "How do you fit a 6' tall robot into a 5' tall crate?" "Plan ahead."
