So, in fact, if the height was already incorporated into the shoes, and not an add-on like the stilts, it would be legal ... or am I wrong?

Why does any of it matter? Be reasonable. Are you really going to be able to get any force behind a noodle when you're standing, or worse, sitting, on someone's shoulders? Please don't post Q&As just for the sake of argument, there are more important questions that should be answered.
