Is it possible to put the litter in the recycling container before putting the totes on the scoring platforms?

Currently, there is no rule or rules (when combined together) that would prevent it.

Note: It would be a violation of the rules for a robot to place litter into a container that is at the highest level. The robot would violate the height restriction.
