One quick question...
 
During autonomous have teams been starting with touching a yellow tote? As long as the robot is fully supported by the floor and the tote is not supported is it ok to start with the robot touching the tote?

The field crew won't let you move the totes/containers, so you need to ask them to move for you to set up.

At the Indianapolis district, we were free to move game objects during setup. Referees and field reset ensured thst the game pieces were back in their starting positions before the match began.

Are you implying that Field Supervisors don't have a lot of crossover with the GDC?

The answer to Q424 does not prohibit teams from touching the starting game pieces, it simply states that these teams must act in coordination with the field staff. So the referees in Indianapolis were completely in line with the GDC's rules.

As was Inland Empire--the Field Reset was instructed that they needed to be the last ones to check the totes and containers, and they were--but that didn't mean that teams didn't do the placement. Sometimes a team would have to come out and reposition their robot to make sure everything was in the right place.

I was at the Blue end of the field at Reading. I got the yellow totes and RCs out of the way so robots could be placed, get them back in, and made sure I was the last one touching them if drivers had fiddled with them. It took maybe one or two cycles before the drive team understood this, and by the end of the day I figured out how they wanted things set up. I just wanted fast and easy, to the rules.

Regarding the 60 seconds, there were only a couple of robots that had a long setup time. I got them off the field quickly by saying the MC is announcing the Red Alliance, and you really really want to get off the field before Angry Eric got down to this end of the field! That worked better than any Ref.
