eBay and Shars (I haven't had any problems with their USA bits). Unless you really train the users on determining proper speeds and technique, buy cheap ones and buy a lot of them :) Buy the sizes you need in bulk - there are several sizes I'm sure you won't need regularly so keep only a few full sets. I find screw machine / stub lengths work best for most work.
