Bumper Rules
 
I was looking at the rules on bumpers and as I saw you must have at least 8 inches of bumper on any side that is greater than or equal to 8. So could you have a robot in which your frame is 16x16 can 50% of your frame just not be covered.

It's not 8'' per side, it's 8'' per each side of each corner. Don't think of covering each side, think of covering each corner. So, for a 16x16 robot, each corner must have 8'' of bumper on either side of it, which would actually mean that 100% of that frame must be covered
