I'm sure by "driverless car" they meant it was a normal car without a driver in it, not the more high tech kind of driverless car where it uses automated navigational control.

That area of Moreno Valley is not known for high tech activity.

It's this kind of reporting that is going to give true driverless cars a bad reputation instead of pushing the industry forward. But perhaps most people don't think a driverless car is what I think it means.
