Question about frame perimeter limit

Is it possible for our robot to have surgical tubing attached to a roller that when spun would cause the surgical tubing to extend in a whip-like fashion past the 15 in. frame perimeter extension limit? When not spinning the roller the surgical tubing would be within the 15in frame perimeter extension limit.
