Bumper Rule Clarification

If the wheel is the leading edge on the front of the chassis does that leading edge need a bumper?

Needs bumper if that is your starting configuration. But if you started with the wheel retracted, then moved it out, you would be legal... though prone to damage. Be careful doing something like this.

You could also end your frame over top the wheel to provide a legal FRAME PERIMETER for the bumper to attach to while having a large angle of attack.

Thanks for the help and advice. We thought of actually extending our frame perimeter outward and up above the wheel and then attaching the bumpers to the extended frame.
