Hello, my partner and I are working custom effects for our robotics team. We would like to know if we can use sensors or resistors with an Arduino to control LEDS apart from the cRio.

Yes you can! You'll need to keep an eye on the custom circuits rules in Section 4 of the game manual, and take a look at the search function to see what others have done successfully in the past.

Hint: If you hook up a mechanism to a potentiometer you can do some pretty cool stuff.

The rules on custom circuits basically prohibit them from moving things (controlling motors, pneumatics, etc) and being unsafe. 12V or lower LEDs and sensors are good.
