Lower Goal: Can a bot arm penetrate the goal plane when depositing a herded boulder?
 
Any rules preventing that?

I don't see anything that specifically prohibits it. Just be sure you don't damage the TOWER or interfere with the scoring mechanisms.

And note that it specifically excludes brief incursions into the low goals. I would call that permission to enter the low goal briefly to score. However, as Gary noted, watch out for the stuff inside--you really don't want to hit the counters by mistake (that being, as I recall the Tournament rules, a rather stiff penalty).

Thank you for pointing out G3:

G3 ROBOTS and anything they control, e.g. a BOULDER, may not contact anything outside the FIELD
with the exception of brief incursions into the GOALS.
Violation: Offending ROBOT will be DISABLED
Please be conscious of SPIES, REFEREES, and FIELD STEWARDS
working around the ARENA who may be in close proximity to your
ROBOT.

Yes, Gary's noting of not damaging the tower is very well taken.
