LiveStream Camera

So I'm kinda new to http connection monitoring. I want to broadcast a webcam from a raspberry pi on my robot. I would be broadcasting it at (IP of rasp i):5801/Camera1. Is this broadcast legal according to the first rules?

yes, but not very ideal. at the kickoff event, when we were scraping through rules, we saw the protocols that are allowed, and then the guy next to us said that you could attempt it, which they did in a previous competition, and got it to a resolution that works with the bandwidth cap, and he said that once your at competition, the latency is so ridiculous that itll take about 2-3 seconds to get to the driver station, rendering it next to useless, seeing as every second counts.
