Look up in the Orange Bar across the top. See where it says FAQ? Start by clicking that.

If you want to learn how to use chief Delphi you need to locate a few of the features that Chief Delphi (Also known as CD) has. Firstly there is an orange bar with the different pages and tabs. This can be seen here on the main portal (home page)

these tabs will link you to each of the different areas that have information in different ways. Initially you posted this in the white pages category which is used for downloads and materials for teams to access and use as well as for linking different documents for the community. which is seen here
The white pages are generally also the first place people post when attempting to figure things out (you aren't the first one to do that :] )

Moving to the forums themselves going through all of the sub-forums can be confusing and will generally end in people posting to the general forum for all of the threads that don't have a specific sub-forum.
The forums are fairly organized and generally you will find yourself posting in general using the new thread button in the upper left as show below
this will allow you to post a new thread without responding to another taking the thread off topic. usually you will find yourself responding to other peoples threads and using the reply to thread button at the bottom of their posts.

If you need more help I would recommend reading the FAQ in the upper right of the orange bar.
